Selling a Used DJI Drone from Malaysia to the UAE
Malaysia to UAE used-drone resale brief
Quick answer
- Do not assume a small used DJI drone needs a universal CAAM export permit or ordinary CAAM deregistration before it can leave Malaysia.
- The exporter and forwarding agent should use Royal Malaysian Customs' current export declaration and permit-screening process for the actual goods and destination.
- If the goods fall within strategic-item controls or another restriction, obtain the applicable permit before export; do not decide that question from the drone's weight alone.
- Commercial resale in the UAE introduces TDRA radio-equipment supplier, type-approval and customs-clearance questions as well as current UAE drone product and ownership records.
- Keep aircraft, controller and battery serials, account release, invoice, condition, export, import and buyer records connected to the same unit.

Which decision belongs to Malaysia and which belongs to the UAE?
| Stage | Evidence | Decision owner | Do not assume |
|---|---|---|---|
| Malaysia export | K2 or applicable declaration, invoice, goods and destination | Exporter with Customs or forwarding agent | CAAM issues a weight-based export permit |
| Strategic screening | Model, payload, technical capability, end user and destination | Exporter with responsible permit authority | Every consumer drone is controlled or exempt |
| UAE commercial import | Importer registration, product data and customs request | UAE importer with TDRA and Customs | Personal import rules cover resale inventory |
| UAE product record | Product-status, registration or ownership-transfer evidence | Buyer with current UAE platform and authority | Customs release authorises flight |
| Used-unit transfer | Serials, account unbinding, condition and repair disclosure | Seller and buyer | An invoice alone makes the kit usable |

Does CAAM issue the export permit for every used drone?
CAAM oversees aviation operation and aircraft matters, while Royal Malaysian Customs controls the export declaration and permit screening. CAAM's current public material excludes small unmanned aircraft from the ordinary Certificate of Registration route. That does not support the old claim that every used drone above a consumer weight threshold needs CAAM export and deregistration fees.
Ask the forwarding agent which Customs declaration applies and whether any other permit is required for the exact aircraft, payload, radio equipment, end user and destination. Keep CAAM operational records if they are relevant to ownership history, but do not invent a CAAM export certificate where the official route is Customs-led.
How should strategic-item and end-user screening be handled?
Malaysia requires exporters to declare whether goods are subject to strategic-trade permit controls during the export process. The answer depends on the controlled lists, technical capability, destination and end user. A consumer brand name is not enough to determine inclusion or exclusion.
Record the aircraft, payload, technical documents, buyer, intended use and final destination. If classification is uncertain, obtain advice from the responsible Malaysian authority before shipment. Do not label a commercial or enterprise payload as an ordinary hobby item to avoid the screening question.
- Match seller, buyer, consignee and end-user identities.
- List aircraft, controller, payload, batteries and accessories separately.
- Preserve serials and the account-unbinding record.
- State the actual resale purpose on the commercial documents.

What changes when the UAE buyer plans to resell the drone?
TDRA states that radio and telecommunications equipment intended to be offered, sold or distributed in the UAE is subject to its type-approval regime, and commercial importers or dealers have registration responsibilities. A personal parcel and inventory for resale do not use the same commercial route.
The UAE buyer should confirm supplier registration, device approval, customs clearance and the current drone product-status or registration process before the Malaysian seller ships. UAE operational permission, pilot requirements and local-emirate rules remain later decisions and are not created by import approval.
How should a used DJI unit be handed over across borders?
Before payment, match aircraft and controller serials, account state, batteries, payload, camera, gimbal, sensors and repair history. The original owner should complete the applicable DJI unbinding step so the UAE buyer can establish the intended account and controller relationship.
Use protected payment and a contract that allocates export, import, approval, return and damage responsibilities. Reconcile the delivered kit with the pre-shipment evidence before the buyer registers, resells or operates it. The action path ends with a traceable unit and correct authority route, not a fixed tax or shipping quote.

Use the Drone Wiki for model and compatibility context, then return to the action path above.
