Italy Archaeology & Survey Drone Operations: ENAC Checklist (2026)

Plan an Italian archaeology or survey drone operation with ENAC Open or Specific category, d-flight registration, geographical-zone, competence and site-approval checks.

Updated September 7, 2026. An archaeology or survey project in Italy should begin with the operation, not with the drone model or a generic “commercial licence” question. The Ente Nazionale per l'Aviazione Civile (ENAC) applies the European UAS framework according to the planned risk, aircraft, people, airspace, and site conditions. A landscape survey, a photogrammetry task, a documentation flight, and an operation near a protected or restricted area can require different planning even when the same camera aircraft is used.

This English guide is a planning aid. It does not grant an ENAC authorisation, a cultural-site approval, a property permission, or a declaration that a particular DJI aircraft is eligible for a particular flight. The operator must use the current ENAC and d-flight material for the actual location and date of the operation.

Professional work is not automatically a Specific-category operation

ENAC explains that starting a commercial or professional UAS activity is not automatically subject to prior ENAC authorisation. Professional work can be performed in either the Open or Specific category under Regulation (EU) 2019/947. The category is set by the operation and risk, not by whether the operator invoices a client or describes the project as archaeology, survey, inspection, mapping, or filming.

That distinction matters for an archaeological brief. A low-risk flight that satisfies every Open-category condition remains an Open operation even when it supports paid professional work. If the operation does not satisfy those conditions, it may belong in the Specific category, where ENAC describes standard scenarios, operational authorisation, or Light UAS Operator Certificate (LUC) pathways. Do not label a flight as “Open” merely because the site is quiet, and do not label every paid survey as “Specific” merely because it is professional.

Use the exact aircraft and operation evidence

Keep the model identity, class marking where applicable, operator registration, pilot competence, aircraft condition, and intended operating method together. An aircraft name by itself does not prove a classification or authorisation. The operator must check the label and evidence on the actual unit, including whether the relevant Open-category conditions can be met. A pre-owned unit, an imported unit, or an aircraft configured differently from a stock listing needs its own current evidence.

ENAC's Open-category guidance explains the relationship between class-marked UAS, subcategories A1/A2/A3, operator registration on d-flight, pilot requirements, insurance, and geographical-zone review. It also identifies narrow exceptions; do not assume an exception applies because the aircraft is small or because it has a camera. A camera-equipped aircraft may create its own registration and operational questions.

Check geographical zones before discussing the site

Archaeological work is often location-sensitive, but a site label does not state the aviation answer. ENAC says the UAS operator must verify the geographical zone and the compatibility of the airspace with the selected category. For Open operations, ENAC directs operators to check the relevant airspace information and maps on the d-flight portal before each flight. A map screenshot from an earlier project, a property owner's consent, a tourist website, or a manufacturer geo-fence message is not a substitute for that current check.

If the proposed area lies in a geographical zone, an additional flight clearance may be needed from the authority responsible for that zone. ENAC says this clearance is independent of the method used for a Specific-category operation and may be required in some geographical zones even when the operation is Open. The cultural, landowner, local-authority, environmental, or event permissions that may apply to a site are separate questions; get the current answer from the responsible body rather than inventing a national “archaeology permit.”

When the operation is Specific, document the risk path

ENAC's current Specific-category guidance says an operational authorisation is required unless the operation is conducted under an applicable European Standard Scenario or the operator holds the relevant LUC privileges. The operator needs an operations manual for Specific operations, including those under Standard Scenarios. For operations outside the defined scenarios, ENAC describes an application supported by an operations manual, risk assessment such as SORA or PDRA where applicable, pilot competence records, flight documentation, maintenance material, and other supporting records.

This is not a template to copy into a job folder. The evidence must correspond to the actual operation. If the planned survey changes from a visual-line-of-sight pass to a more complex route, uses a different crew, enters a restricted zone, or adds operations around uninvolved people, pause and reassess the route. A prior authorisation or a previous site survey does not automatically describe the revised mission.

Build a clean site record

A usable evidence file identifies the actual site, launch and recovery points, route, planned height, date and time, remote pilot, aircraft, weather decision, geographical-zone check, and an abort condition. It should also identify who controls access around the operating area and what will happen when visitors, vehicles, weather, or site work change the plan. It is acceptable to cancel a planned flight; it is not acceptable to treat a production schedule as an approval.

Keep Reboot Hub product-condition evidence separate from operational evidence. A listing record can describe the item supplied, condition, visible components, or functional checks where stated. It cannot establish ENAC registration, pilot competence, site clearance, insurance, or a mission-specific authorisation.

Practical Italy archaeology and survey checklist

  • Describe the mission: record purpose, site, launch/recovery, height, route, date, time, crew, aircraft, and people-separation plan.
  • Choose the category from risk: confirm whether every Open condition is met; otherwise evaluate the relevant Specific route.
  • Check the actual aircraft: do not use a model name in place of class-marking, registration, competence, and operating evidence.
  • Check d-flight and the zone authority: review the live geographical information and any extra clearance needed for the actual area.
  • Document Specific operations: use the current ENAC authorisation, Standard Scenario, or LUC requirements where the mission needs them.
  • Separate permissions: property, heritage, local, environmental, insurance, and aviation approvals are not interchangeable.
  • Keep an abort decision: postpone when people, airspace, weather, aircraft condition, or site access no longer matches the plan.
