Chile Construction Drone Operations: DGAC Planning Checklist (2026)

Plan a Chile construction or works-inspection drone operation with DGAC category, registration, remote-pilot credential, authorisation and site-evidence checks.

Updated September 7, 2026. A construction site is not a universal drone permission. In Chile, the operator needs to identify the actual operation, the setting, the aircraft, the people involved, and the DGAC route before a flight is promised to a client. A roof survey, progress record, stockpile measurement, façade inspection, and contractor demonstration can look similar commercially while creating different operational and safety questions.

This English guide is a planning aid based on current DGAC material. It does not grant a flight authorisation, approve a location, certify a remote pilot, decide an insurance claim, or confirm that a particular DJI unit can be operated at a particular project. The project operator remains responsible for the current DGAC process and the actual site conditions.

Start with the operation and the setting

DGAC explains that Chile uses more than one RPAS framework. Its drone-operations overview identifies DAN 151 for operations in the public interest over populated areas and DAN 91 for operations over non-populated areas. A construction company should not choose the answer from the job title alone. Record the address, the intended launch and recovery area, the planned height and route, whether people who are not part of the operation may be nearby, and whether the activity will remain within the visual plan described to the client.

A project can change while it is being prepared. A site that was clear in the morning can receive deliveries, visitors, public traffic, new cranes, or a revised work zone by the afternoon. Treat that as an operational change to review, rather than assuming an earlier map check settles every flight. DGAC's public drone guidance directs operators to the applicable framework according to operation type and purpose; the safe approach is to document how the actual project fits that framework.

Build the people and aircraft record before the site visit

DGAC's current public guidance says Chilean RPAS operators must work with the required remote-pilot credential, aircraft registration card, and DGAC operating authorisation under the relevant rules. The exact documents and conditions depend on the operation. Keep the documents for the exact aircraft and the exact people who will conduct the flight together; a generic company file is not a substitute for checking who will operate this aircraft on this assignment.

For the aircraft, capture the model identification, serial or registration information as applicable, current condition, battery status, propeller condition, controller configuration, and any item that could affect the operation. For the person, identify the remote pilot and any other named operation role. If a contractor changes the pilot, aircraft, area, or operating method after the plan is approved, pause and review the change against the DGAC requirements instead of treating it as an administrative detail.

Construction work is not automatically a single licence category

It is tempting to ask whether commercial construction filming needs “a licence” and stop there. That wording hides the real decision. The relevant path can depend on whether the work is over a populated or non-populated area, how the operation is organised, and whether the company is undertaking aerial work. DGAC's materials use specific terms such as registration, remote-pilot credential, operating authorisation, and, for qualifying aerial-work companies, an Air Operator Certificate (AOC).

DGAC's AOC guidance states that companies seeking to perform aerial work with RPA/drones must follow the applicable AOC process and that DGAC suspended case-by-case operational authorisations for companies that want to perform aerial work without an AOC. Do not convert that into a blanket answer for every camera use at a building site. Instead, ask DGAC or the responsible aviation adviser whether the project and operator fit the aerial-work route before work begins.

Prepare the construction-site evidence file

Build a short evidence file that makes the planned flight understandable to the people responsible for the site. Include the scope of work, location, date and time, launch and recovery area, expected height and route, named pilot, aircraft record, weather decision, and a stop decision. Identify work crews, visitors, adjacent properties, public roads, delivery paths, cranes, power lines, scaffolding, and any temporary condition that may change the operation. The file should support a decision to postpone as readily as a decision to launch.

Use a site conversation to establish who may enter the operating area, who is responsible for access control, and how the pilot will be informed when the site changes. A client or site manager can give property access, but cannot override aviation requirements. Equally, a DGAC document does not eliminate the need for real-time safe operating conditions. Do not promise a continuous progress video if the authorised operation or site controls cannot support it.

Registration information must concern the actual aircraft. DGAC's RPAS registration update describes the current registration process and the technical information required in the registration application. It is not evidence that every pre-owned or imported unit has already been registered or is ready for the proposed construction operation.

Do not infer more than the evidence establishes

A drone model name, camera feature, obstacle sensor, or seller statement does not establish an operating authorisation. Nor does a generic insurance policy prove that the proposed operation is covered. Do not claim that an imported drone has cleared customs, that a battery is accepted by a carrier, that a contractor can fly over people, or that a construction site is open for flight without the current evidence for those separate issues.

For a used aircraft, also avoid treating cosmetic grade or a bench-check record as aviation approval. Those records can help a buyer understand the item offered, but the Chilean operation needs its own current regulatory and site review. Keep seller evidence and operator evidence distinct.

Practical DGAC-led checklist for a Chile construction project

  • Describe the task: identify the site, purpose, planned route, height, dates, and whether the surrounding setting is populated or non-populated.
  • Select the route: review the current DGAC material for the applicable DAN 151 or DAN 91 context rather than using “commercial” as the only decision rule.
  • Name the team: keep the remote-pilot credential and the people responsible for the operation clear.
  • Check the aircraft record: use the actual registration information and aircraft condition, not a generic listing description.
  • Review company status: where the work may be aerial work, confirm the AOC question with DGAC before undertaking the service.
  • Plan the site: agree on access control, people separation, launch/recovery, weather threshold, and stop decision.
  • Keep separate compliance questions separate: customs, tax, product conformity, carrier acceptance, privacy, property access, and aviation approval need their own current evidence.
