Updated September 7, 2026. Commercial real-estate drone photography in Manila should be planned as an aviation operation with a defined client, aircraft, remote pilot, location, and flight profile. The useful starting point is not a generic “drone permit.” It is the Civil Aviation Authority of the Philippines (CAAP) distinction between commercial and non-commercial use, followed by the certificates, registration, and site-specific conditions that apply to the actual operation.

Identify the operation correctly
CAAP describes commercial drone activity as use for revenue purposes. Marketing a condominium, estate, hotel, retail development, or construction site is therefore not the same as a recreational flight, even where the aircraft is small or the footage is captured quickly. Begin the project file by recording who is being paid, who controls the aircraft, the intended location, the planned time, and the deliverable. That makes it possible to ask CAAP the right question before equipment or crew are committed.
CAAP’s published operation table identifies commercial work as requiring drone registration, an RPA Controller Certificate, and an RPAS Operator Certificate. Its public compliance material also says that commercial aerial drone operations require a valid Certificate of Authorization issued by CAAP. The exact documentation pathway can depend on whether the applicant is an individual or an organisation and on the operation proposed, so do not substitute an online checklist for CAAP’s current application instructions.
CAAP states that all remotely piloted aircraft used for commercial operations must be registered, regardless of weight. That is why an aircraft’s model name or a sub-250 g marketing label should not be treated as a commercial exemption. Keep the aircraft’s model, serial number, registration marking, controller, batteries, and maintenance condition aligned with the project record. If the original aircraft becomes unavailable and the crew substitutes another unit, repeat the operational checks for the substitute rather than assuming the first file covers it.
CAAP’s registration page sets out its request and marking process. Use that page rather than a marketplace listing or a forum post when checking the paperwork expected for the aircraft being flown.
Match the pilot and operator credentials to the job
The RPA Controller Certificate concerns the person operating the aircraft. CAAP’s published eligibility material for that certificate includes age, training on the relevant type of RPA, flight experience, an RPAS examination, and a demonstration flight. Treat that list as an official starting point, not as an informal “pilot skill” test that a client or production company can replace.
The RPAS Operator Certificate addresses the entity responsible for the operation. This distinction matters in real-estate work, where the property agency, video studio, freelance remote pilot, and equipment owner may be different people or organisations. Decide who is responsible before the shoot, then make sure the aircraft record and pilot documentation match the responsible operator’s CAAP pathway. A client’s permission to photograph a building does not by itself establish the aviation approval needed for the flight.
Check whether the planned flight needs additional approval
CAAP lists a Special Flight Permit for certain higher-risk conditions, including night flying, beyond visual line of sight, operations within 10 km of an aerodrome reference point, flights over populated areas, and flights above 400 ft AGL. A property brief may make one of those conditions likely, but it does not decide whether the operation is approved. The flight plan needs the exact site, altitude, route, time, people exposure, and intended aircraft configuration.
For Manila work, avoid vague statements such as “the city is clear” or “the building is far enough from an airport.” Confirm the exact launch and recovery point, current airspace and operational conditions, and any CAAP requirement that applies to the route. Do not use drone-app geofencing, an old blog map, or a customer’s previous experience as the final operational source.
Plan the property shoot around people and the site
Real-estate footage often creates pressure to fly near façades, pools, access roads, workers, customers, and vehicles. Build a smaller and safer shot list first: an exterior establishing shot, a controlled facade pass, or a view from a defined perimeter can be more useful than a complex orbit over an active site. Give the remote pilot authority to postpone or cancel when wind, visibility, people, radio link, airspace, or aircraft condition make the planned shot unsuitable.
Before arrival, get written confirmation of where the crew can access the property, where the aircraft may be launched and recovered, and who can stop the operation. Coordinate with the responsible landowner or venue manager. CAAP’s recreational-safety material also asks operators to coordinate with the local government unit for local drone ordinances; for a business flight, verify any site or local condition directly rather than treating a general city-wide claim as an approval.
Commercial photography checklist
Brief: record the paid purpose, client, deliverables, address, date, and planned sequence.
Responsible operator: identify the individual or organisation responsible for the CAAP operating pathway.
Remote pilot: confirm the relevant RPA Controller Certificate and role on the day.
Aircraft: confirm commercial registration, correct marking, model and serial record, battery condition, controller link, and pre-flight condition.
Site: check the precise airspace, aerodrome proximity, people exposure, operational altitude, weather, and any special-flight condition.
Property: obtain access and launch/recovery permission, then make the stop decision independent of the filming schedule.
